Countries not signatories will proceed with document legalization through diplomatic channels.
In the case of Pakistan, though they signed in 2022, the effective date is from 03/09/2023.
Additionally, the Spanish Ministry of Foreign Affairs has confirmed that the Spanish Embassy in Pakistan still issues legalization stamps as Pakistan is not yet ready to issue Hague Apostille stamps. Therefore, both methods are considered legally valid.
